These are used not as alcohol wipes, but as an additional layer of adhesive for medical devices (e.g. insulin pumps) that are attached to the skin so that medicine (e.g. insulin) can be injected into the body. Some insurers pay a portion of the cost for these IV Prep Pads for use with medical devices. Again, these are not used as alcohol wipes, but to help IV type of injection devices adhere longer to the skin, and they work great for this use.
